Road Tax Expired — Can I Still Sell My Car in Malaysia?
Expired road tax does not necessarily prevent a car sale. What matters is separating three questions: can ownership be transferred, what inspection is required, and how can the vehicle be moved safely? This guide covers ordinary Malaysian-registered private cars; special ownership or vehicle-use cases need separate checks.
Which inspection is needed?
Ownership transfer requires the applicable transfer inspection. The report is now called M.V.15, formerly B5. This is a separate requirement from renewing expired road tax; renewing insurance and road tax does not replace it.
For a private vehicle whose road tax has expired for more than three years, PUSPAKOM lists Special Inspection as mandatory. Do not treat six to twelve months as an automatic B2 trigger or one year as a B5 trigger. If both renewal and transfer are involved, confirm the required bookings with PUSPAKOM before moving the vehicle.
How long is the transfer report valid?
PUSPAKOM's notice extends M.V.15 validity to 120 days effective 1 July 2026. Check the expiry printed on your report and complete the transfer within that period. A passed report does not settle a loan or remove other JPJ restrictions.
How should the car reach the inspection centre?
Do not drive on public roads simply because you have an inspection booking. Arrange suitable vehicle transport, or ask JPJ whether a Temporary Travel Permit for inspection applies. If approved, follow its route and dates, keep the required insurance in force and carry the permit. A permit is not a substitute for a vehicle being safe to drive.
What should the seller and buyer prepare?
Check the registration record/VOC, identity documents and applicable JPJ checklist. If the car is financed, obtain the lender's settlement instructions and confirm that its ownership claim is released before completing transfer. A settlement quotation alone is not proof of clearance.
Agree who will book each inspection, arrange transport and pay the applicable charges. Record the car's road-tax expiry and condition honestly. Company, estate, overseas-owner and e-hailing cases may require a different process.
