What to Prepare Before Going to PUSPAKOM B5 in Malaysia

If you are selling a car in Malaysia, there is a good chance you will need to deal with PUSPAKOM B5.

B5 is the transfer-of-ownership inspection. PUSPAKOM says it is used to verify the vehicle’s identity, including the registration, chassis, and engine numbers.

Most sellers do not get stuck because the process is hard. They get stuck because they miss simple things before the appointment.

This guide covers what to prepare before going to PUSPAKOM B5, what to check on the car, and what to pay closer attention to if your case is not a normal one.

Top 3 key takeaways

  1. B5 is the transfer-of-ownership inspection used to verify the vehicle’s identity before ownership transfer goes through.
  2. Preparation matters. Sellers should check their documents, booking details, chassis and engine number areas, and tint compliance before going to PUSPAKOM.
  3. If the case involves expired road tax, overseas ownership, or citizenship changes, extra steps may apply and should be checked first.

What is PUSPAKOM B5?

PUSPAKOM B5 is the inspection used for ownership transfer. The inspection checks the identity of the vehicle, and PUSPAKOM’s published scope also includes tinted-glass checks.

In simple terms, it is there to make sure the car is what the records say it is before the ownership transfer goes through.

When should you pay extra attention?

If your sale is straightforward, the process is usually manageable.

But you should be more careful if:

  1. The registered owner is overseas
  2. The registered owner has changed citizenship
  3. A representative is involved
  4. The car has been inactive for a long time and may fall under a different inspection category

One thing worth correcting clearly: it is not safe to say that normal B5 automatically applies just because road tax has expired for more than 12 months. PUSPAKOM’s official materials say private vehicles with road tax expired for more than 3 years require a Special Inspection.

What to prepare before going to PUSPAKOM B5

1. Your vehicle documents

Bring the vehicle registration document. PUSPAKOM lists the Vehicle Registration Card or VOC as part of the required documents for transfer-of-ownership inspection.

Before your appointment, make sure the ownership details match the current vehicle record properly. Small mismatches are where sellers start wasting time.

2. Your identification documents

JPJ states that the registered owner and new owner must bring the relevant identification documents, such as MyKad, MyTentera, MyPR, or passport, depending on the ownership type. For private individual vehicles, both parties must also be present in person for biometric fingerprint verification.

If the registered owner is residing abroad, JPJ lists extra supporting documents, including a passport copy certified by the Malaysian Embassy and a statutory declaration certified by a Malaysian Embassy officer. If the registered owner has changed citizenship, JPJ also lists additional requirements.

3. Your appointment details

PUSPAKOM states that appointments are made online.

Before you go, check:

  1. Branch
  2. Date and time
  3. Vehicle details
  4. Inspection type

4. If someone else is helping

For a normal private individual ownership transfer, JPJ says the registered owner and new owner must appear in person for biometric verification. A representative may only be appointed for non-private individual ownership.

So if this is a standard private-car sale, do not assume someone else can take over the whole process for you.

5. The car itself

This is the part many sellers overlook.

Make sure the chassis number and engine number areas are clean and readable. Since the inspection is meant to verify the vehicle’s identity, unreadable markings can create delays or extra questions.

For tinted glass, do not frame it as “always remove your tint”. The cleaner and safer advice is this: Make sure your tint is compliant.

PUSPAKOM includes tinted-glass checks in the inspection scope and specifically mentions measuring visible light transmittance.

6. Inspection fee

PUSPAKOM lists the transfer-of-ownership inspection fee at RM30.00.

7. If your road tax has expired

Do not assume you can just drive the car there and sort it out later.

JPJ publishes a Temporary Travel Permit for the Purpose of Vehicle Inspection, which means some cases may require an additional step before the vehicle is moved for inspection.

And again, if the vehicle’s road tax has expired for more than 3 years, PUSPAKOM says Special Inspection applies.

How long does it take?

Inspection time can vary by branch and queue volume, even with an appointment. A cleaner way to say it is: Arrive early and do not assume the process will be fast just because you have a slot.

Common reasons sellers run into trouble

Usually it comes down to simple things:

  1. Unreadable chassis or engine markings
  2. Document mismatches
  3. Tint that does not meet the standard (Or did not remove the car tinting)
  4. Assuming the case is normal when it actually needs extra verification
  5. Long-inactive vehicles that may require a different inspection path

In most cases, the inspection is not the real problem. Lack of preparation is.

PUSPAKOM states that B5 is the transfer-of-ownership inspection, and JPJ states that motor vehicles except motorcycles must undergo and pass inspection at an appointed motor vehicle inspection centre for voluntary transfer of ownership.

What documents should I bring for a PUSPAKOM B5 inspection?

You should prepare the original Vehicle Registration Card or VOC, along with the relevant identification documents such as MyKad or passport depending on your case.

If the vehicle has been inactive for a long time, especially where road tax has expired for more than 3 years, a Special Inspection may apply. JPJ also issues a Temporary Travel Permit for vehicle inspection.
